Ok, so I was with the girl that i'm now friends with, at first I didn't think of her as neither ugly or hot. but then we started talking, having many coversations about her that I can very easily relate to. or conversations about me that she can very easily relate to. and then we started flirting and I relized that to me she is one of the most beutiful girls i've ever met and that I find myself checking her out constantly. anyways she says she'd really love to date me for a while and I'm more than willing to date her. what should I do next? I'm not allowed to date untill i'm about 15 or 17.

Basically this. You can still be good friends with someone without actually "dating".

Like they said, build up a nice good relationship with her, and when your old enough and if you both have feelings for each other then go for it.

Being friends is always a good place to start and get to know each other but if you leave it too long you don't know if she will wait? Why can't you date, religion, parents? Because being 13, 4 years is a long time to wait so maybe try talking to her about your circumstances and see if she agrees with it.
