If you've been lurking for such a long time then I would have thought that you'd know that basically any penis size is 'normal' for a 13 year old. Regardless, there is no real average for penis size for anyone of that age - the upper range of the sizes that you mentioned are more tailored to fully matured adults rather than children just entering puberty.

From what I remember of studies and surveys of this nature I don't think that there was any significant correlation between penis size and race, however that may be untrue as it's been a long time since I looked. Uncircumcised guys tend to masturbate by moving the actual foreskin, rather than all the skin - that's the norm but not the rule.

Race has nothing to do with penis size (which has been proven by research.)
Uncircumcised men, in general, move the foreskin. Everyone has a different masturbation method though.
