I'm 13 and my mom and dad are pretty strict, even like with the clothes I wear.

I'm still spanked regularly and get grounded for stuff but I can cope with that usually. the thing I hate the most is getting the belt, ive only had it like 8 or 9 times in my life but it is bad. In my state it's legal for minors but is there not a maximum ? My dads minimum is like 20 licks across my legs and there like glow red and are sore for the rest of the day. Even though I hardly get it it still kinda something I really hate when I have them

Eh, I know how you feel. I used to get that when I was a kid. I don't really know what to tell you though. Just hang in there though, you'll be okay. Trust me.

It is actually not legal to hit your children with anything other than your hand, and it has to be a "spanking". This is not supposed to really happen over the age of 12. I'd personally have been hitting my dad over the head with a chair if he tried to spank me.

I think it is abuse. It sounds like your parents have anger issues (NO offense intended) and are taking it out on you in an unhealthy way.
However, the fact that you had to ask shows that you might not be taken seriously if you go to an adult: that's what happened with me and my verbally abusive mom ("well if she doesn't beat you bloody, then we refuse to do shit") so it looks like you really just have to hang in there :(
