Does running long distances (1 or more miles a day) burn fat? Also does running build muscle or tone muscle? If it BUILDS muscles, what muscles does it build? If it TONES muscle, what muscles does it tone? I have heard that it is hard (and some people even can't) build muscle until they are around 16-18 y/o. Is this true or just a myth?

Running tones muscle in most cases. Running tones the whole leg because it uses every single part. Running sometimes burns fat, but not super effectively, high intensity cardio does the best at burning fat. You always build muscle. But muscle building really starts during puberty than anywhere else. If you wanna get big puberty is great time. As you get older it gets harder because you lose testosterone after a certain age. But you cannot target fat loss.
