if you are ok with someone watching you undress then i don't think there is a problem, although i personally think he is a pervert if he constantly watches you undress. touching and daring your sister and going outside nude probably isn't a good idea, because you don't know who might see you outside the house.

Well if you know that he watched you and you didnt find a problem with that then obviously it wasnt an issue. And obviously you are very comfortable with your body and it is your choice if it bothers you for other people to watch you. You seem like a very sexual person so you should express your self in sexual ways. If it means to get nude or have sex with those who get turned on by you do what you feel is good
