We haven't spoken in a while, and I don't really know what to do?

Should I tell him how I feel.... or at least how would I ask him if he likes me too?

If you feel comfortable in doing so, go for it. Do you know his orientation? Because if he's straight it could backfire and he may not take it very well.

Well at a party, probably no;

Firstly, theres a lot of people there, so either he could take it as a joke or a lot of people could hear and he could feel embarrased.
Also, theres a small chance he could be drunk and listen to you, and not care.

My advice would be to tell him somewhere, away from other people, at a suitable place, like in a room, at a park or somehwere comfortable. Ask him about his sexuality. If he says hes straight but his body shows that hes uncomfortable, or his voice shows it, then you should stop.

He mite get drunk, so if you pick the wrong time to tell him then oops that lil secret is out, something i bet you wouldnt like. Pick an easier time, like invite him to the park or something? SOmething soothing... But if hes straight then... nope nada zilch not good.

try and find a way to start a conversation with him about school or sport and see how receptive he is to talking with you. if he doesn't seem interested nothing really lost and you know he probably isn't for you. if you guys hit it off it could lead to other meetings and maybe friendship which could, or could not devlop further. but at least you'll have an idea if he even wants to talk with you. i'm trying to find out the same thing with a boy at my school that i like.

I wouldn't do it if he was drunk cause e might just do stuff because he is drunk
