Your original question makes it sound like the stuff just leaks out, in which case its definitely precum, but if it comes out when you orgasm if you masturbate then thats an ejaculation and its cum. If you have only just started to cum it might be very clear because it doesnt have much sperm in it, it will get whiter when your body starts to produce more sperm
