I don't know if I'd word it exactly like that, but he's right :P Be straight forward and more importantly be confident in yourself. Go into this with your head held high knowing what you want to ask her. Ask her on a date, she will definitely appreciate your honesty and she'll also notice your confidence.

Like everyone else said, if you like her then just tell her. Leave out all the bullshit because it's just not needed. Don't over do it like Robert said but ask her out to the cinema or just the park or town, her being your friend and knowing each other would make it easier because you will know what she likes, don't let things get awkward just treat it as if she is still just your friend.

Personally I would want them to just tell me, so that may be your best bet. It's always better being straightforward about things. Just be honest and be yourself. If she's your friend, then she'll hear you out. The worst thing that could happen would be that she could say no. And I know how much that hurts (trust me...) but if you guys are good friends then it shouldn't make anything awkward.
