yeah, if you've ever been in a non heated changing room after swimming then you'll notice a difference :P i think you get smaller in the cold because your body wants to keep warm so it shrinks you down there

Although the penis is how the sperm travels so it has to be warm too. But since it's laying on the scrotum, when the scrotum retracts, the penis will be around the same temperature.
