ok im about 5ft 4 and im 15 and my penis is really small and i have just started to grow little pubic hairs on the base of my penis. i am really worried because im 15 and i carnt even pull my foresckin back yet!! and when i pull it back a little (the furthist i can ) i can see little yellow/white things there which wipe away but it feels hporrible 2 touch my tip (bell end) what can i do?!? and is this natural!!

You didn't explain yourself too well, I dunno what you're saying :-/

1) you're a late bloomer, you'll grow taller and you'll grow eventually
2) Those spots may be due to not being able to pull your foreskin back - it might be smegma, it might be PPP, but the best thing to do is to get checked out by the doctor. Doctors handle this stuff every day so no probs to him about that =]

Your bell end (glans) is sensitive because it hasn't been exposed before. Just lightly, without causing pain, tug back on your foreskin in the shower or whatever. Hold it back in the tugged position for maybe 30 seconds and then release. If the problem is that the hole is too small to get your glans/bell end past, you might try stretching with your fingers.

To desensitize the penis head, just run water on it. Do this at whatever rate you can manage - start with cupping water in your hand and pouring it over if you must. Eventually, it will be desensitized enough where it is still quite sensitive, but not in a painful way.

The stuff that can be wiped away is just dead skin cells.

thanks fot the help and btw its not white spots its like a ring of white things which move and whipe away but it hurts to do that. because i am a "Late Bloomer" does this mean that when i am older i will have a small penis as i am already 15 and am only just starting? and i cannot pull my forskin down at all when it is errect and it is really tight how can i make this better and looser?

Yep, dead skin cells. It hurts just because you're hypersensitive right now. That will change.

Shouldn't really affect your penis size at all...it just means that you will take longer to get there.

Yeah, you can make it looser. Take Dolphus's advice :D

But no, your penis will probably be average size. You might skyrocket in size in just a year. Some guys do live with a smaller penis, but that's ok too.
