It just might take a while... there's a waiting list.
But why do you have to request one?

Because there is a high demand for them, so there is a waiting list, as not to have too many.

you have to wait till the admins delete diaries, then the admin will create several more diaries
the first one/few on the waiting list will be created

The diaries are deleted due to inactivity, another is added, and so on.

due to pretty much all diaries still having activity in them...it might be a long before your diary is created...not to mention there are many diaries on the waiting list before yours

wait guys, another question. why does there have to be a limit on the amount of diaries?
and also, how long after the last post will a diary be considered "inactive"?

Information About Member Forums and Diaries
- In order to qualify for ownership of a member forum/diary (at VT, both terms are used interchangeably), members must have 50 posts and have been a member for at least 30 days.
- To apply for a diary, please go here. In your application, please include the title, description, and owner(s) (moderators) for the diary.
- 40 is the current maximum number of simultaneous diaries (not including the Diary HQ).
- Once every month, the diaries may be shuffled.
- Under "exclusive ownerships," all diaries must have at least one owner who does not own any other diaries.
Diary Inactivity Rules
These rules must be followed by all diary owners.
1. 2 weeks maximum inactivity limit (meaning no posts from any of the diary's owners after 2 weeks of the last owners' post).
2. After these 2 weeks, a Site Admin may send a warning PM to Diary Owner(s) about the inactivity.
If 2. applies to you, meaning that you receive a warning PM, see 3a. If not, see 3b.
3a. The diary owner has 1 week after the issued warning to make a post in the diary; if no post is made after 1 week, the diary will be deleted and its contents trashed.
3b. If another week (in addition to the inactivity limit of two weeks that had already passed) passes, the diary may be removed without warning. An [X] may be placed next to the diary title with the last date of allowed inactivity before deletion.
4. Owners will be exempt from these inactivity rules if a notice is posted ahead of time in the Diary HQ. Amount of expected inactive time and reason for inactivity must be included in a new thread.
Appendix: As long as no diaries are on the waiting list, inactive diaries may remain. When all the slots are full, and diary requests are waiting, then any inactive diaries may be deleted to make room for new diaries.
