visitor messages vs. personal messages

What's the difference between personal messages requiring 100 posts and visitor messages requiring 250 posts and at least 3 months messages.

You can send visitor messages(VMs) at any post count, but until you have both 250 posts and 3 months membership, they will have to be approved by moderators before the other person can see them.
Private messages(PMs) can not be sent until you have 100 posts.

With visitor messages, almost anyone can see them, as they go live on the recipeients profile, and private messages can only be seen by staff and the recipient. In my opinion, I think PMs should also be until 250.
