1. It honestly depends on how old you are. Some people don't even start ou arty until they turn 14. Therefore even if you're 13 or 14, you din need to be bothered by your size. If you are older, you're just a late bloomer and you're perfectly normal. If you're younger then you simply haven't gotten very far into puberty yet. Nbd, everyone grows at their own pace but every does grow eventually.

2. A lot of guys that are curious will hang out naked so they can see each over penises. I've heard of guys sleeping naked together as well, so it's not all that unusual. However, sleeping naked with another guy could lead to sexual acts. Be aware if that as you make the decision but it's your choice overall.

3. Just as a lot of people can start puberty late (as late as 14), there are some people that start puberty as early as 8 or 9. However, penis growth usually doesn't start until a maybe a half year in to puberty and your brother is already much larger than 2.5" that most guys have when entering puberty. It is a little weird that he's so big at that age but it's his dick and you shouldn't worry about it.

1. It's normal especially if you are just starting puberty. Personally I'm 6" erect but I'm 17 so that's average for my age.
2. If you want to then why not? Just know it could escalate to them wanting to experiment with you, but you can always say no. It's up to you.
3. You brother is quite large for a pre pubescent child so maybe he hit puberty earlier than you? It is getting more common for young kids to start puberty early. Don't worry, you'll get there.
