Okay, so. I'm into this whole gotta get a decent body thing at the moment. Because next year when summer comes around again I want to actually have my shirt off and not be fucking embarrassed. So I've got routines for my arms and abs. But I'm totally throw off by pec/chest workout. I've got no idea what the hell to do. And second question, what is the percentage of body fat you have to be down to in order for abs to show. Kay that is all.

The body fat thing is much less a question of what percent it is as where your body stores it. However, you should try to be down to about 12-15%.
In a pec workout, it is ideal if you begin with 3 or 4 different exercises per workout. Then, 3 sets with 10-15 reps each and of course some cardio. Some good exercises include dumbbell fly and press, as well as variatiions i.e. on an incline or in the angle at which your arms are in the resting position. Cheers!

honestly it seems like all u want is showy muscles not functional ones, u shouldnt really be caring about just certain parts of ur body, u should be caring about ur body as a whole, legs, calves, abs, back, chest, arms, and shoulders otherwise u tend to get disproportioned and look like an idiot.
in regards to ur question u pretty much do this
bench press 3 sets of 6-8 reps
incline flys 3 sets 8-10 reps
pec dec 3 sets 8-12 reps
if u go to failure ull see the results, if u need help with like a whole body routine u can msg me i'll be glad to give some advice
