Puberty ends around the early twenties, although we can't say when you're gonna start/stop for certain. No way to tell when your dick stops growing, best thing is to keep on going through life and not think about size!

There is no average length/girth for anybody under 18 because puberty varies so much.

I second this comment.

Puberty hits all of us differently due to DNA/Genes. We discover traits that make us who we really are on the inside as well as out. Some sprout faster, some are slow bloomers. Most adolescents acheived the final stage of puberty around 18-21, I believe.

It's pretty damn difficult to tell when your dick's done growing. One can't even tell when your done with puberty, much less when your penis is done growing. Not everyone finishes puberty at 21; some are later and some earlier. And the average penis length is not 6 inches -- it's more like 5.5 inches. 6 inches is high-end average.
