I'm cut but my foreskin has somehow grown back so I can just easily roll it up and hold it there if i ever dry out. mines like not dry yet not shiny wet as if the skin were oily, Its usually just wet enough to keep it smooth yet feels like sponge almost.

I have been cut for a little over a year now. No my head is not dried out and i do not find that white stuff that I used to find under my foreskin when I was uncut.
