Technically, if they're both under 15 it's legal. It would be a different story if he was 15 and she was 13 or vice verse. Anyway, age-wise as long as you can get an erection you're old enough. Mental maturity is what you're looking for. Go buy condoms have fun don't get stressed about it. I was 13 when I lost my virginity.

BTW, don't let this dude scare you. Chances are if she's 13 she's probably a virgin. If not, condoms almost never break and are 99.9998% effective if used properly (read the instructions lol) I'd be more worried about the emotional aspect of it personally.

First of all, I am quite sure that all over the world, thirteen year old boys or girls aren't legally allowed to have sex. In my country(Denmark), sex is allowed at the age of 15+. You are too young to have sex in the age of 13, you might just have hit puberty not too long a ago. Your body isn't ready for it yet.

If you really have to do it, then be sure to use a condom! Even that you think: "I'm 13, I can't make a girl pregnant," you are wrong. It is correct that your sperm quality in the lower age of puberty is not very good, but the chance is there. Be sure to get a condom, and be sure it is not too old! If it is too old, there is a chance that it will rapture. If it raptures - well self explanatory.

Also, be careful! You might highly damage your brain by having sex at a young age! Your brain is actually first fully evolved at the age of 25, some even at the age of 30! Of course you can have sex before you are 25-30 years old. You should go talk to your school doctor about it, he/she will give you better advice than I will - because I'm not a doctor.
