If they want people to have their skype, they will keep it in their profile under 'contact info'. If not, they can get yours from your profile if you keep it there. Otherwise, there isn't any other way.

Asking for skypes, or other contact info in PMs (Private Messages) or VMs (Visitor Messages) IS very against the rules.

Yeah you aren't allowed to ask, and people will willingly add it in their contact information if they would like to be skyped.
