Are you ejaculating? Ejaculation usually come between 12 and 14. As for shooting the semen in an ejaculation, you may not be able to shoot ever. Sometimes it comes with age and time. Dont worry yet, youre 13.

When you are about to orgasm Clench your penis in the middle of the shaft, clench hard and then release and flex as hard as you can, I did this the other day to see how far I could shoot and it seemed to go quite a bit farther, so maybe it will help.
