I'm not into doing it in public restrooms, I think they are just kinda gross usually. I do like jacking outdoors, and I've done it in the woods, on this secluded stretch of beach along the river near my house and on the dock at my parents cabin, but either just by myself or with a couple of friends, so not really in the public where we were really in danger of being caught.
