Well, you'll have to try and find one in a small enough size. Check the stores, they should have some in smaller sizes.

Try normal or look for smaller ones. As for buying them, go to the store and buy them. If they say anything (which they shouldnt) just tell them its better to be safe

You can also buy them online, so that solves your other problem. The only thing is it's only marketed in Europe so you have to pay in Euros and shipping is expensive.

Yes, you just roll it down to the bottom of your penis. Condoms are allot longer than a normal sized penis. Have you not been taught this in Sex Ed?

Surprisingly, "regular" condoms are actually quite small. So I'd go for that. But I don't see why you would want one, unless you're having a posh wank, having sex at age 13 is pretty young.

if its too big in length just look for XXS or XS condoms...if its to big in girth look for THIN condoms...trust me dude u will find one that fits....and for the store situation just go to the condoom section and just wait till everyone leaves that section and grab it and go to self check out....or get your awesome cool uncle or cousin to buy them for you :D
