The way I read this youre half cut and half uncut? It may also be a frenulum, which may mean you have more of a loose cut

That may be Fordyce spots. It's nothing like pimples and you should go to a demonologist just to make sure.....but very IMPORTANT....you can't really get rid of it without special treatment (like CO2 lasers).
There's nothing wrong with it though it. Fordyce spots are not deadly or anything and your penis won't fall off.
Hope that helps....

Spots and bumps on your penis are actually quite common.
If it causes pain, is a dodgy colour or changes in size/ shape suddenly then it may pose a threat.
If when squeezed it releases some form of discharge, like a spot, and it goes away then it's fine. From your description, I can't tell whether it's an actual piece of skin or what.
If it is causing discomfort to you then I'd go and see a physician to see what the craic is.

I agree with the person above that you might be loosely cut and that your bump is a left over piece of what was once your foreskin. I would not worry unless the bump is new, causing you pain, or came about after sexual activity. My suggestion is that the next time you go in to see your doctor, then it would not hurt to ask about the bump. I have the same thing as you describe, and it has not been a problem for me.
