How to make a Member Forum?

How does one go about making a member forum? I assume that one must have more posts than I do (duh, I feel like a newbie even though it's been months....) and then what? I'm quite interested by the idea. I have looked but I haven't seen a way, so if there is an obvious set of rules published, please tell me :)

There is a waiting list. You qualify, so fill out your:
name of the diary
mods for it
diary description

in the thread Jess posted and it will be put on the list.
