If you mean grows really quick to start with, and then slows down, yeah, normal.
Otherwise you'd keep growing at that speed, getting bigger and bigger ;)

Yes, it grows a lot, then the growth slows down towards the end of puberty.

You may want to rephrase your question.. it appears as if you're asking if your penis grows and then physically shrinks.
