I'm on the same thing, I'm slowly getting a little bit more noticeable pecs. I'm skinny too. I have a pretty good 6 pack (could be better ;)), but what you should do to help your lower abs is planks, Fifer Scissors, and Reverse Crunch. Lower abs are naturally harder to build, much harder than the other parts of the abs. I believe that it should take about 2-3 months of pec workouts (1x a week) to get slightly noticeable pecs. Using Whey Protein is a good thing, because it will help to build more Lean Muscle Mass. I've been doing P90X (haven't been super strict) and I've done pec exercises 1x a week for 3 weeks, and I've noticed a change, it's not an extreme change but it's a start. If you have lower body fat than me it should be easier and faster for you (I have about 12-14% body fat). Hope I helped! :D
