Are they around the tip? If they are It could be pearly penile papules. You get them when you do not wash your penis good enough. They are harmless, no worries. If you want them to go away, try washing your penis really well for a couple weeks and lemme know if it helps. If the bumps are at the base of it then ya they are just hair follicles. In another words places where hair grows out of. Completely natural, normal, and harmless.
