My balls seem to be always uptight, and very rarely hang loose, is this because I wear tight underwear or is there another reason ??

You have an easy reaction to cool temperatures, your normal. You probably have low body temperatures.

in cold temperature they will tend to get closer to the body and in hot temperature they will hang , try using cold shower one day and hot shower the next and notice the difference

Probably what Bogumil said, usually the "hang" so they can keep cool and "tighten" to keep heat, I don't think underwear has anything to do with it.

People in earlier stages of puberty tend to had higher, but genetics can play a role as well, sometimes being tighter can be better, you wouldnt get jostled as much
