Why when I give someone a negative reputation it shows up grey not red?

So a few jerks on VT were being jerks. So I gave them a Bad rep. I went to user cp and went to reps page. And it showed that the negative reps I gave turned out in grey not red. Why is this?

In order for you to be able to give someone negative reputation, and it actually do something to them, you yourself have to have enough reputation.

You cannot bring down someone else's reputation without having any of your own (meaning the numbers, not the blocks.)

Also if you have only 1 rep power you can only give positive and when you neg rep you only give them half of your rep power so like me I have 8 rep power points but I can only do 4 damage to someone, and we dont give out half rep points so I am afraid you might not be able to give out negative rep with a rep power of 1.

Also could someone correct me if I am wrong.
