I'm 13 and seem to be in the early stages of puberty (I'm getting taller and my genitals are much larger/hairier.). I used to get erections constantly (though in the last few days that problem has mysteriously stopped), especially in bed, but I've never had a wet dream or masturbated (I only touch the glans when I'm cleaning it, and too much stimulating kind of makes me seize up.). How would I know when I've started to produce semen?

The only way of knowing would be trying to ejaculate through masturbation, really. It is unlikely your testicles are not functioning correctly though, so you don't have much to worry about.

Masterbate, when your arm gets tired that means keep going. And erections have nothing to do with your testicles not working.

If you are getting random erections then you can be pretty sure your testicles are working, even if, just yet, they are not ready to provide you with the messy evidence.
At your age it is not unusual to still be waiting for a first ejaculation, certainly nothing to worry about. Sooner or later you will ejaculate, either through masturbation or in a wet dream. You can't do much to bring on a wet dream any sooner, but you can masturbate any time you like.
You willl know you can produce semen when you have to clear up after it's happened. Probably some time soon, but at your age there's no need to panic about it.

As people said, the only way to test it is to try to get it to come out. This means masturbation. At your age, its a 50/50 shot on weather you are producing semen.

It is usually about 24 months after the beginning of pubic hair growth when a boy has his first ejaculation of seminal fluid (either as a wet dream or as a result of masturbation).
When a male ejaculates his muscles contract, and sperm and semen mix and are pushed into the urethra and come spurting out of the opening in the glans, or tip, of the penis. The semen usually comes out in three or four spurts. In all, about a teaspoon of white, creamy, milky semen comes out of the penis during ejaculation.

Actually, the glands that produce seminal fluid (precum) are separate from the testicles. You could (potentially) lose both testicles in some sort of horribly graphic and embarrassing accident that would leave you sexually impaired for the rest of your life... but you would still be able to produce precum as long as your seminal glands (or whatever the heck they're called) are still there and in working order.
Another fun little fact that not a lot of people know: Though testicles are known to produce spermatozoa (long complicated word for albino tadpoles), sperm is not technically stored there. There are two cords connecting the testicle to the rest of the body, one of which is the nerve through which the body tells the testicle to start making sperm, and the testicle tells the body holymotheroffuckIthinkI'vebeenkickedawghgodithurtssomuchaaaaaaaaaugh. The second cord is more of a tube that connects to the Penis through the muscle that is the actual firing mechanism. Imagine, if you will, if a handgun had a mini bullet factory attached to the bottom of the magazine. The bullet factory (by which I mean testicle) produces bullets (by which I mean sperm), and immediately shoves it into the magazine (by which I mean the long winding tube [called the Epididymis]). The "trigger" in this hypothetical contraption is the muscle that makes you go seizuriffic for a couple seconds.

Yes, both pre-cum and the majority of the liquid in cum (semen) is made in other glands rather than in the testicles. In the case of pre-cum these are the bulbo-urethral glands and in the case of semen it is the prostate gland and the seminal vesicles.
The assertion that you could lose both testicles and continue to ejaculate however is false. The other glands are stimulated to work by the influence of testosterone which is made mostly in the testicles and if these were removed there would be too little testosterone in circulation to stimulate these other glands.

Another misconception here - the testicles are stimulated to produce sperm and testosterone by hormones rather than nerves. The full mechanism is that the hypothalamus (part of the brain) produces a hormone called GnRH. This in turn stimulates the pituitary gland (located at the base of the brain) to produce follicle stimulating hormone[1] which stimulates the testicles to produce sperm and luteinizing hormone (LH) which stimulates the testicles to produce testosterone. The hypothalamus monitors the testosterone level and controls the level of GnRH in a negative feedback loop.
[1] - the name "Follicle Stimulating Hormone" is named after the effect this same hormone has in female ovaries which is to stimulate the egg folicles to grow.

Just one question here Hermes. You say people cannot ejaculate if the testicles are removed, but how come people who have a vasectomy can still ejaculate? After all, they have either had the tubes cut or removed, so that sperm cannot be passed into the semen, therefore technically, they are not there anymore?

You wil know that your testes are working if you ejaculate and are able to ejaculate. But I don't think you have anything to worry about. If your 17 and know you still cant then youll have to seek medical help.

Im not hermes, but they can ejaculate, it's just not sperm. In fact is it even ejaculating? I dont really know.

your testes can't not work, just leave your glans uncovered in the shower if it isn't circumcised and it will get less sensitive.
