There really isn't a time where you can't have an orgasm.
You may not yet be able to ejaculate, but to my knowledge, you can have an orgasm at any age.

I think you can orgasm at any age.. you may not be able to cum yet though. Also, you may have just never jacked off long enough. If you ever have some time to yourself, just start jacking off and keep going. Eventually you will hit it.
