You may be too young to ejaculate yet. I personally was able to ejaculate once I started masturbating, which was around age 14. If you are above this age, then maybe you aren't masturbating long enough or are not aroused enough. Try masturbating longer or viewing sexual material (I know when I first started I used the swimsuit centerfolds of a Sports Illustrated).
