You should try to get an Ice Pokémon and a Lightning Pokémon for the 8th Gym Leader (Lightning for her Kindra). I think lightning will be supereffective even though its a mix of Dragon and Water (not quite sure)
And you can find Ice Pokémon in Ice Cave (I caught a Jynx, since their so awesome <3)

Go for Gyarados, if you caught one at the lake of rage level it up to 32 where it will learn Ice fang and try and get it as high as 36 as possible. If you haven't get a good rod and catch one from the Lake of Rage. You should be able to find one 30+. That'll take care of the dratini and dragonairs etc. As for the seadra, horsea and kingdra go for electric pokemon. However using gyarados be careful as the dragon pokemon can have electric moves which will shoot it down quite quickly as its both water and flying.

Dragon type pokemon are also weak against other dragon types, gyarados can also learn these as it levels up.

But yeah, im short, Gyarados, level it up to at least 36-38, make sure it learns Ice fang and also if you have enough money go to the goldenrod dept. store and buy a blizzard TM, that'll be very handy with the dragons. Find an electric pokemon and for added back up have a grass type pokemon in your party as well in order to get rid of seadra/horsea etc.. Typlosion can work but remember to have as many hyper/max potions and revives as you can possibly get because its likely to get knocked out. As Tommy said try Ice Cave as well and find a strong ice type pokemon.

Pokemon:
-Gyarados (With Ice moves particularly ice fang and blizzard found at goldenrod dept store)
-Grass Type
-Electric Type (Doesn't matter which as long as it has a decent thunder attack e.g. bolt, thunder or spark.)
-Typlosion

Items:
-Max/Hyper Potion
-Revive
-Stat Raisers
-Paralyze heals
-Full heals

I would not recommend Blizzard for Gyarados as it's Special Attack stat is atrocious. There is an Avalanche TM in the Ice Path which uses Gyarados' great Attack stat and it also does the same amount of damage as Blizzard when you are hit first in battle, which you will be as Clair uses Thunder Wave. And it's a decreased priority move so it makes you go last anyway, but none of her Pokemon use Super-Effective moves on Gyarados. It's just a stronger and more accurate move than Blizzard in this case.

Find an electric pokemon and for added back up have a grass type pokemon in your party as well in order to get rid of seadra/horsea etc.

Grass types will only get the Horseas and Seadras out of the way but they almost do nothing for Clair's Pokemon as both Dragonairs are resistant to Grass and Electric.

Anywas I would consider using the Gyarados for this gym, just be careful with what moves you decide to use.

*Hops away*
