i cant find answer to my question anywhere on net so i have to ask or it will make me mad

ok when i was younger my parents told my that i need to pull the penis skin down so its not connected(glued) to penis head and by jerking off it just did it by itself so am i cut or uncut and is this normal

btw im christian so its not some social thing to cut off my balls or penis or whatever

I'm not uncut but I do know a few things..

In most people, the foreskin usually does retract down during an erection. So you're normal. You are uncut, as you have this foreskin.

You shouldn't need to stretch the foreskin unless you're concerned about it becoming overly tight (which can happen). However, you described it as coming down on it's own during you're erection, so I'd say you're fine.

It really doesn't matter whether or not you're circumcised or not circumcised (cut or uncut), but it's a matter of opinion. Either way, it was your parents' decision to keep your foreskin intact.

nope im not circcumised [by doctor] it happend when i was 11 and i did it myself

Its not "glued" it is attached to a thin piece of skin called the frenulum. Breaking it does not make you cut. Hope this helped
