im 16 , i can get an erection and precum , but cant ejaculate .
is that normal ?

That is fine for your age.
True, the "average" time when boys start ejaculating is between 11-14, but that doesn't mean there is something wrong with you.
You are just a "late bloomer", as they say, and you've got nothing to worry about.
Most likely, it will happen within the next year or two at the most, so don't get worked up over it.
It'll happen naturally soon enough. :)

If you feel like you have to pee every time it might be the buildup of tension before orgasm. Just continue to masturbate faster and see what happens. Also some people don't ejaculate until they are 17-18 so you shouldn't worry.

You are most likely a "Late Bloomer." You will be able to eventually, for most it comes with age.
