I don't think it's at all weird. You're just curious and your brother is an easily accessible that you can try some stuff with. There are multiple ways you could approach this. You could ask how far he is in puberty and get on that subject. The. Tell him you'll get naked if he follows suit and see where that leads. Also you could simply say that you're curious and have been wanting to experiment and ask him if he's interested. Or you could find a time when you already see each other naked (if there is such a time) and make a move on him. It would probably feel too good for him to resist.

It also kinda matters how old you guys are. If he's old enough to be masturbating by himself, then this should all go well. Also, I don't ha e any brothers but if I did I think I would want to experiment with them as well.
