I know everyones time is different, but how do you know if you're at the end of puberty?

Well you're not going to wake up one morning and realise its finished, but you will realise that everything has grown and things have stopped changing!

When does puberty truly end? Who knows...because most guys continue developing body hair, and their voice deepens well into their 20's or even 30's. On the other hand, most people completely stop growing taller, etc by the time they're like 20 or so.

Yeah, Pinkie (rok) is right. You'll notice it's over across a couple of months or even a year. Puberty will stop at around the early 20s.
Usually changes will stop: your hormones will stop gushing, so you may have less moodiness, stop growth, and stop pimples (maybe)

i would say that if you haven't noticed anything changing for about 6 or so months.
