So I read that a sign that your in a certain stage of puberty is when your balls drop, I thought even before puberty they drop?

It's a myth.
Your balls drop at birth (or thereabouts) because they start off inside your body.
People who say your balls dropping is a sign of puberty are just misinformed. Throughout our lives they will move closer to further away from our bodies to regulate temperature... Nothing whatsoever to do with puberty.

And "balls dropping" which isn't really what happens but we say that they do means that the testes can now produce sperm. In my biology lesson we learnt this was called Spermatogenesis. lol

It's a myth, ur only get bigger and become more noticeable, the closest thing to ball dropping is when ur scrotum becomes looser and ur ball hand lower, but that's only due to temprature. They hang when it's hotter to cool of, and retract up closer to ur body for warmth
