I'm 17.
My voice has changed dramatically within 2 days.
I noticed my voice isn't as 'flowing' as my other voice and I have difficulty pronouncing a few phonemes with the same consistency.
When will my voice sound more flow-y

You might just be going through a little sore throat or something. Maybe you voice has finally cracked all they way. Its nothing to worry about. Im sure it will be flow-y again soon.

It's quite possible that this has nothing to do with puberty and you've just got a bad throat. However if it is your voice breaking then there's no telling how long you'll keep the current voice you have or even if it will change any more.

I never had a bad throat...
But anyway, it's been 3 days after this, people on chat rooms noticed my Australian accent more... I have trouble pronouncing the "ae" phoneme and along with others with the same level of deepness I normally talk.

It will be better when it is. Puberty happens and that's life.
