Not in my state. Over here only tobacco and head shops sell papers. You can order it online without problems though. I think it's like a case of 100 for $5.

Depends where you live.... in Portugal you can buy it with 16...
how old do you need to be to buy cigarettes?
because i think that you can buy rolling paper with the minimum age required to buy cigarettes too

In America, you must be 18 years old. They are associated with tobacco (that's what they say so no one gets pissy). Zig Zags, Raws, everything like that, you have to be 18. Just like buying anything from a head shops or from behind the counter at local gas stations, you must be 18 and present ID.
I once worked in a HeadShop/Tobacco shop!

You can order them online using a Paypal account. Paypal accounts are linked to checking accounts. In addition, you can buy a Visa gift card (which is essentially a credit card with a set spending limit) and use that to buy stuff. Honestly, if you don't want to go through all that work, just stick to more available alternatives. Don't waste money on things that might not help you a whole lot in the end.

Well, I live in a suburb of Vancouver. Vancouver's a very pro marijuana city, they have tons of head shops and "tobacco" stores. Marijuana is in a bit of a legal state of limbo here, so not all the stores will sell you pipes or papers (etc. etc.), but some might ask you if you're 18 and you just say yes (in my case most of them don't ask for ID, even though I barely look like a teenager, haha) or they'll just politely tell you no.
