Today, i bought spore off of Gamestop asa virtual download, but when I try to run Impulse through Wine. It Dosn't start up, Anyone know what I should do?

Did you try running it from the command line?

$ wine ~/.wine/drive_c/Program Files/path/to/spore.exe

Often times, you will get error messages that can help you solve the problem.

Is this on Linux or Mac?

If it were on Mac i'd recommend getting CrossOver Games.
