Sexually Active...What does it mean?

So one of my friends was asked at the doctors, "Are you sexually active?" What does "sexually active" mean? Would dating someone, but no touching down there be considered that, just like hugs, kisses, cuddling? What about jerking off a lot but you're still single? Would receiving handjobs be part of SEXually active? I'm assuming oral and other stuff is, of course. Examples would be nice too.

It means that you have been having sex with people in any way. Doctors ask that all the time. o_O Be prepared to answer. :P
Handjobs, or touching doesn't count either. No foreplay like that does because it's not pentrating anything.

For a guy, in the context this question was asked it was a probe to see if he has been doing anything that would put him at risk of sexually transmitted infections and therefore whether any tests or advice specific to those would be appropriate. For girls the same applies but with the added possibility of pregnancy.

So in that context it refers mainly to vaginal and anal sex and to a lesser extent to oral sex. Dating, petting and, in most cases mutual masturbation would not be included unless doing something riskier than those activities usually are like getting cum into a cut or getting it on fingers and then putting them up inside the girl.
