It's perfectly normal to not have much or even any precum. I have very little, if any, and a lot of people here seem to not get much either from what I remember of previous questions of this nature. You're 16 so not finished puberty and there's still time for you to develop further, give it time and you might start or perhaps not - it really doesn't matter as long as everything else is working correctly.

im sure its normal. It could be a good thing. It helps if your gonna have unprotected sex (which of course i dont recommend) I mean one time i was so horny my pre-cum shot! And that kinda annoyed me
