How do I burn a MSWMM file to a dvd disc?
In Windows Movie Maker, you can do File -> Save Movie. That will allow you to save your project as a WMV file that is recognized by most DVD making software (Free example: DVD Styler; Non-free example: Pinnacle Studio).

tried that Someone has given me a MSWMM file to try and burn to dvd but when I open it in Movie Maker Live theres no pictures??

The movie maker file does not actually contain the images. It contains paths and directories of where the images are located. This is why your file may appear "Blank" on your computer. You need to have him export the file to a different format.
