I say just talk to him. Hes showed some form of looking up to you by asking. Take this opportunity to get to know your brother more. He will need help and as a brother that is what your there for. 11 is a bit early, and if you feel the same, talk to him about it. Its gonna be weird at first but it will change. If you for sure feel uncomfortable, leave it alone for awhile and wait till he gets older.

Yeah just talking to him casually about it. Tell him the necessary stuff he needs to know and ask him if he has any questions. It will improve the relationship you have with your bro. Talk to him. He obviously trusts you and looks up to you. It's only weird if you make it that way. He is curious, and it's best that he gets straight answers, without anybody pushing their own beliefs on him. You, as his older brother, would be the perfect person for that. Ask him what he knows about sex. Teach him about sex and protection, puberty, the works. Make sure he knows that what he is doing is very private and that he should not tell anyone outside the family and the group of friends who taught him. Tell him that if he ever has any questions, he can ask you. If you just keep avoiding him, you will begin to grow apart. Be his role model. But anyways. I think that it is good and natural for him to look up to his big brother for this type of thing. As to why he isn't startled or worried about asking you is because he doesn't think you will react in a negative way. And you didn't! So he basically did what he was trying to do. You shouldn't feel weird about him masturbating, all kids eventually try it, even if unsuccessful.
