I wouldn't say it normal or abnormal. It's normal for whoever has it. I know I guy about a year older than me that has a full chest of hair and has had facial hair for a long time. Often wondered what his pubes look like and when they started.

It's not abnormal. Some people don't get chest hair until much later in puberty, others don't get it at all so it's nothing to be concerned or particularly happy/excited about.
