Well, it mostly depends on where the server is located. For VT, it's in the USA, and therefore the USA laws apply.

It is a forum rule. Encouraging illicit drug use can be harmful for individuals; as Virtual Teen is a US site, this covers drugs that are illegal in the United States. However encouraging any kind of recreational drug use that could be harmful (e.g. new legal highs) is disallowed also.

It has nothing to do with feelings, rules like that apply everywhere. Carrying guns in East Texas is legal, but not on school grounds. That is a felony. Things like that.
