Yes this is normal. Everyone is different and grows at their own speed. Some people are not ment to have a big penis and stuff. Its just the luck of the draw. Its completely normal.

completely fine. Some people, like it your case develop late, where as some others develop early. Eventually, youll have a larger size (most likely). But even if you dont, any size that can please you and a partener is fine. Some people have big dicks, some small. You ight end up with a small penis, you might end up with a huge one. It all depends, but either way, your fine.

Penis doesn't stop growing until 20-25 and maybe oneday it will hit a groth spurt and be huge in a year you can never say your small until you stop growing!

Everybody goes through puberty at their own pace, just calm down if you are stressed over it. It's no big deal really, penis sizes vary and penis growth vary, you'll never know maybe you'll grow up to have and average 6.5" adult penis.

Yeah man. The adult average is 5-6 inches, so you should be at least in this category by the time your penis stops growing.

You probably just started puberty late. Some guys don't even begin puberty until they are 14. Others start at age 9. It's just the luck of the draw. You still have PLENTY of time to grow more. I'm 15 and pretty much right at 5in, but I'm ok with that because its the lower end of the average ADULT penis size

Guess it depends how much under 5" you are, but you're most likely fine.
