Well, your penis doesn't actually have a bone in it, so you shouldn't worry about you bone age and that.

I struggle to think of why your doctor would say that, considering that there is no average size for any age below 16. He may have based it on his personal experience but that doesn't mean it's the truth. - naturally it may be because you could have developed in other areas first, or maybe you're just going to have a smaller than average penis.

Well, it would help to know how long your penis actually is, but I would say you shouldn't listen to your doctor. Some guys start pubery at 9, other at 14. Hypothetically, a 10 year old could have a bigger penis than a 13 year old, they would just be on different ends of the spectrum. You're probably just a late bloomer. Plenty of time to grow still.
