Its a member-owned forum that is placed on the forum homepage, and is rotated every couple of weeks.

The forum that you see there is one of the forums from this (http://www.virtualteen.org/forums/forumdisplay.php?f=4) page.
Every 2 weeks, the admins rotate it to a different one.
