I was just wondering, if you met a guy or a chick on VT that lives in the same place as you and you liked him/her, would you meet up with them to see if things would lead any further?

but first of all you should be sure that he/she is real and the first place where you meet should be in public to avoid serious problems

Botwa is right you need to verify the legitimate existence of this person and then and only then should you consider meeting them. I would suggest meeting with them only when you are around adults you trust to look after you. If not you may be stood up and left without a shred of dignity left. Or worse you may be kidnapped and I'm sure your parents wouldn't want that.
